George F. Grob is President of the Center for Public Program Evaluation. He has over 45 years of professional service and leadership in the fields of accountability, evaluation, and policy development. As head of the Office of Evaluation and Inspections in the US Department of Health and Human Services, he oversaw the production of more than 1,000 program inspections and evaluations. He also served as Deputy Inspector General for Management and Policy, with oversight over management systems, external affairs, congressional relations, human resources management, budget, and information technology. As Executive Director of the Citizens’ Healthcare Working Group, he organized a nationwide discussion of our country’s health care system, leading to recommendations to the President and the Congress. Mr. Grob has testified two dozen times before Congress and assisted other public officials in doing so as well.
Joy Quill is the Senior Partner of our group. She is President of C. J. Quill & Associates, Inc., an evaluation and training consulting group serving public and private sector clients since 1995.
